Tachograph Regulations - Mandatory Retro-fit Program (Key Dates)

In July 2020 the Mobility Package was published, it contains several regulations directly affecting the transport industry most notibly:

 

2024 – Smart 2 tachograph retrofit for vehicles currently equipped with 1B or analogue tachos travelling on international journeys – must be completed by 31st December 2024

 

2025 – Smart 2 tachograph retrofit for vehicles currently equipped with 1C tachograph travelling on international journeys – must be completed by 21st August 2025

 

2026 – Smart 2 tachograph mandatory in all new vehicles and retrofitted to existing vehicle in 2.5t to 3.5t travelling on international transportation of goods or cabotage – must be completed by 1st July 2026

Remote Early Detection Communication Reader - REDCR

The Remote Early Detection Communication Reader, REDCR can be hand held, temporary roadside mounted or vehicle mounted.

 

Control Authorities with REDCR can use the DSRC to target vehicles suspected of violations of Regulation (EU) 165/2014 and remotely detect manipulation or misuse of the recording equipment.

 

There is now an obligation for Member States to equip their control authorities with REDCR devices for road checks by 21st August 2024

Automatic Border Cross Detection using Official EU NUTS0 Map

Smart 2 Tachographs will use authenticated GNSS location allowing for automatic recording of border crossings including crossings between Northern Ireland and The Republic of Ireland

 

Load, unload or Load/Unload operations shall be recorded as separate events by the driver through data input menus on the tachograph. Load/Unload locations will be recorded through GNSS.

 

Maps will be updated along with software & tachograph security at each two yearly calibration. Note – this may significantly increase the time required by tachograph centres to complete calibrations.

3rd Source of Motion with Built in Accelerometer

Smart 2 will trigger and record a Vehicle Motion Conflict event when motion information calculated from the gearbox motion sensor is contradicted by motion information calculated from GNSS receiver of the tachograph, or by the 3rd independent source of motion.

 

In the Smart 2 tachograph, the independent source of motion is a built-in accelerometer chip.  This device fitted inside the tachograph can sense and detect movement automatically.

Fully Updateable

The tachograph shall be software updateable with Mandatory ITS, Intelligent Transport Systems using Bluetooth communications.

This will future proof Smart 2 Tachographs against future legislation changes.

DO NOT DELAY

If vehicles in your fleet are involved in International Journeys (including cross border travel between Northern Ireland and the Republic of Ireland) then the tachograph kits in these vehicles must be changed before 31st December 2024. 

With over 6 million vehicles affected across Europe, stock will be limited.

Smart 2 Tachograph

The SE5000 Smart 2 Tachograph from Stoneridge will ensure that drivers and fleets comply with the latest European regulations for tachographs.  This new fully updateable tachograph has been designed to meet the requirements of Annex Smart 2 (EU 2016/799), which comes into force in August 2023, and will ensure a seamless transition for drivers and companies as the menu structure is the same as the current version.
